沈伯洋先後取得台灣大學法學學士，美國賓州大學碩士與美國加州大學爾灣分校博士。目前擔任國立臺北大學犯罪學研究所副教授和民進黨不分區立法委員。他也是台灣民主實驗室及黑熊學院創辦人，曾擔任台灣人權促進會副會長。近年他主力研究資訊戰、輿論戰、法律戰、假新聞和灰色地帶作戰。

Puma Shen graduated from National Taiwan Univerity (NTU) with a bachelor degree in law. Afterwards, he obtained a Master of Laws from University of Pennsylvania, and a Ph.D. in criminology, law, and society from University of California, Irvine. He is an associate professor-cum-director of the graduate school of criminology and an incubent DPP legislator (list-PR). In the 11th R.O.C Legislative Yuan, Shen serves as a member of Procedure Committee and Foreign & National Defense Committee. Prior to his election to legislative yuan, Shen served as the head of Kuma academy and the vice-chairperson of Taiwan Association for Human Rights. In recent years, he has been devoting his life to research in information warfare, public opinion warfare, lawfare, fake news, and gray-zone tactics.
